Title: Is it a fishing spinner ?

Hi all, had a few hours out last night by the sea, 1 small silver bangle, 15 fishing weights, twenty odd, old and new coins, the usual junk, and this, not sure if its a fishing spinner, any ideas welcome.

It looks familiar but i cant think what it is. But dont think its a spinner

yes it is for bass +codling supposed to represent A sand eel  ;)

used extensively in ireland for mackerel
