Anyone know a good downloadable Photo Editor. I downloaded Adobe editor CS3 but now it keeps asking me to buy it , costs a fortune..It keeps asking me for a code

You have not said if you are familiar with photo editing so to give advice is awkward.

Not having software on your computer already I will assume you are new to this and would go for a simple program first like PICASA.

Besides being FREE, it is good for beginners, does most things and has some useful other features. You can it by clicking on this link http://picasa.google.co.uk/

I know Charles Cater likes IrfanView which is also free but I have never used this myself so I can't pass comment.

Unfortunately the good editing programs are expensive to buy and quite complex to use at the end of the day it depends on what you want to do with your photographs and how experienced you are at using editing software.

Thanks for that fella , I'm quite good with the software , have been using  Adobe photo CS3 with is quite a professional one.

try vso image resizer you can download it free on the internet and it easy to use.

I use PICASA and can thoroughly recommend it, and best of all its a free download.
