Two markings but can't make out what they are, thought maybe some sort of big bag seal, what's wrong with phone cam ?

Im not sure, it looks like number 20 to me?
It looks like a cattle tag, Iv found plastic ones and a couple of brass ones with the numbers on....Did they make lead??

Not sure mate, have found before without the bit with numbers on and folded over which is why I thought bag seal,also used to be a bakers next to why I found it so was thinking could be off of a flour sack init lol
