i think this is still true today sadly.
it was amazing though that only AFTER the politicians got their hands caught in the cookie jar did they say the "system is corrupt" ......they all seemed happy to go along with a corrupt system until they got found out.

The recent release of MP,S expenses from offical goverment sourcesis nothing short of ludicrous farce  how can they lay claim to coming clean when at least 40%of the information as been blanked out they have now succeeded in shooting themselves in both feet  in effect pouring petrol on the flames of the voters anger the only way to solve this crisis is to set up an independent inquiry where all the facts will be laid bear  headed by the solicitor general and including other prominant legal experts to ensure anyone found guilty of fraud should be punished  by sacking and imprisionment ( NOT BE ALLOWED TO BUY THEIR WAY OUT!!) just  like any ordinary person in the street would THERE IS ONLY ONE CODE OF LAW IN THIS COUNTRY IT,S ABOUT TIME THE POWERS THAT BE WERE REMINDED >:(MOLE
